Judge Executive Thomas Massie appoints Thomas W. Kennard as Lewis County Road Supervisor


After an extensive search process, Lewis County Judge Executive Thomas Massie has selected Thomas W. Kennard as Lewis County Road Supervisor.

“To advertise an opening, publish a job description, and accept resumes for a political appointment made by the Judge Executive is unprecedented in most counties.  But I think this is what people mean when they say government should be run more like business.  I conducted the search process for our county as if I would have for a private company, in order to get the best results possible,” said Judge Executive Massie.

Massie was pleasantly surprised at the vast pool of talent represented by the fifteen qualified applicants for the position.  “This was a difficult decision, made easier by following a structured process.  I am delighted that we were able to recruit Mr. Kennard as Road Supervisor.”

Thomas Kennard graduated from Lewis County High School in 1981 and attended Morehead State University for three semesters before he entered the Air Force in 1983.  He obtained the rank of Staff Sergeant and worked in Fuels Logistics.  After 9 years in the Air Force, he entered the private sector to work in road construction.  He worked for seven years at Complete General Construction Company, and spent two years at SE Johnson Companies as bridge foreman on a road rehabilitation project.  From 2003 to 2007, he worked for Elmo Greer and Sons on multimillion dollar projects in Clarksburg WV and on the Ronald Reagan Parkway in Vanceburg, Kentucky.  He was “shift foreman” and “truck boss” on a $115 million dollar road widening project in Florida.  In 2008, he was site superintendent for TJ Lambrecht Construction, assigned to the installation of a new containment cell at a landfill site in Indiana.  Recently he has served as a consultant for small road projects in Ohio.

When asked why he applied for the job, Mr. Kennard said “I care about Lewis County and I want to put my skills to use to improve the county.  My father was in road construction as well… I guess you could say this line of work is in my genes.”

The Lewis County Fiscal Court will hold a special meeting on January 4th at 6:00 p.m.  The agenda will include approval of Mr. Kennard’s appointment to the position of Lewis County Road Supervisor.
